Comment of the MFA of Ukraine on the decree of the President of the Russian Federation on simplifying the procedure for obtaining Russian citizenship for Ukrainian orphans
The decree of the President of the Russian Federation to simplify the procedure for obtaining Russian citizenship for Ukrainian orphans or children left without parental care is regarded as attempt by the Kremlin to legalize the illegal displacement of Ukrainian children to the territory of the Russian Federation from Ukraine’s territories temporarily occupied by Russian forces. By his decree, Vladimir Putin has in fact legalized the abduction of children from Ukraine.
Russia's actions grossly violate the IV Geneva Convention relative to the Protection of Civilian Persons in Time of War, 1949, which obliges the occupying power not to change the civil status of children, and the UN Convention on the Rights of the Child, 1989. Under international law, Russia's actions can also be qualified as the forcible transfer of children from one human group to another.
Since the beginning of the large-scale invasion of Ukraine, Russian invaders have forcibly displaced hundreds of thousands of Ukrainian citizens, including children. We call on the international community to take decisive action against Moscow, in particular to increase sanctions pressure to force it to end its aggression against Ukraine, as well as gross violations of international law.
The most serious international crimes against children committed by Russian high-ranking officials and servicemen in Ukraine will be investigated and the perpetrators will be brought to justice. Russia will not be able to avoid the strictest responsibility.
Ukraine will take all possible measures, in particular at the international level, to ensure the protection of the rights and interests of abducted Ukrainian children and their safe return to Ukraine.

Розглядаємо указ президента Російської Федерації про спрощення прийому в російське громадянство українських дітей-сиріт або тих, хто залишився без батьківського піклування, як спробу Кремля легалізувати незаконне переміщення на територію РФ українських дітей з тимчасово окупованих російською армією територій України. Своїм указом Владімір Путін фактично узаконив викрадення дітей з території України.
Дії РФ грубо порушують Женевську конвенцію про захист цивільного населення під час війни від 1949 року, яка передбачає зобов’язання держави-окупанта не змінювати громадянського статусу дітей, а також Конвенцію ООН про права дитини від 1989 року. За міжнародним правом, дії Росії можуть також кваліфікуватися як насильницька передача дітей з однієї людської групи до іншої.
Від початку широкомасштабного вторгнення на територію України російські загарбники примусово перемістили на територію РФ сотні тисяч громадян України, зокрема і українських дітей. Закликаємо міжнародне співтовариство вжити рішучих заходів проти Москви, зокрема посилити санкційний тиск, аби змусити її припинити агресію проти України та зухвалі порушення міжнародного права.
Скоєні російськими високопосадовцями та військовослужбовцями найтяжчі міжнародні злочини проти дітей на території України будуть розслідувані, а винні особи будуть притягнуті до кримінальної відповідальності. Росії не вдасться уникнути найсуворішої відповідальності.
Україна вживатиме всіх можливих заходів, зокрема на міжнародному рівні, задля забезпечення захисту прав та інтересів викрадених українських дітей і їхнього повернення на Батьківщину.
Declaração do MNE da Ucrânia acerca do decreto do Presidente da Federação Russa sobre a atribuição da cidadania russa aos órfãos ucranianos.
Consideramos o decreto do Presidente da Federação Russa para facilitar a atribuição de cidadania russa às crianças ucranianas órfãs ou que ficaram sem cuidados parentais como uma tentativa do Kremlin de legalizar o movimento ilegal de crianças ucranianas dos territórios da Ucrânia temporariamente ocupados pelo exército russo para o território do invasor. Com o seu decreto, Vladimir Putin está, de facto, a tentar legalizar o sequestro de crianças da Ucrânia.
As ações da Rússia violam grosseiramente a Convenção de Genebra relativa à Proteção de Pessoas Civis em Tempo de Guerra, de 1949, que obriga o poder-ocupante a não alterar o estatuto civil das crianças, assim como a Convenção das Nações Unidas de 1989 sobre os Direitos da Criança. De acordo com o Direito Internacional, as ações da Rússia também podem ser qualificadas como transferência forçada de crianças de um grupo humano para outro.
Desde o início da invasão em larga escala da Ucrânia, os invasores russos deslocaram à força centenas de milhares de cidadãos ucranianos, incluindo crianças ucranianas. Apelamos à Comunidade Internacional para que tome medidas decisivas contra Moscovo, em particular para aumentar a pressão das sanções, de modo a forçar o término da agressão contra a Ucrânia e das violações flagrantes do Direito Internacional por parte da Rússia.
Os crimes internacionais mais graves contra as crianças cometidos por oficiais e militares russos de alto escalão na Ucrânia serão investigados e os responsáveis serão processados. A Rússia não poderá evitar a mais estrita responsabilidade.
A Ucrânia tomará todas as medidas possíveis, em particular, a nível internacional, para assegurar a proteção dos direitos e interesses das crianças ucranianas raptadas e o seu devido repatriamento.
