Ministry of Foreign Affairs of Ukraine strongly condemns russian actions in disposing illigally seized grain

The Ministry of Foreign Affairs of Ukraine strongly condemns the Russian Federation's actions in disposing of grain that was illegally seized from Ukrainian farmers. Russian occupants are stealing Ukrainian grain and either consuming it themselves or attempting to sell it on international markets.
The plunder of food supplies from the territory of an independent sovereign state is one of the aspects of looting.
The Ministry of Foreign Affairs of Ukraine warned consumer countries that grain consignments exported by Russia could contain stolen grain obtained as a result of Russian occupation authorities' plundering. Any country that knowingly purchases stolen grain is considered to be complicit in the crime.
The occupants have already seized at least 400-500 thousand tons of grain worth more than 100 million dollars, according to the Ukrainian government. Almost all grain-laden ships departing from Sevastopol transport stolen Ukrainian commodities.
Numerous testimonies from the Ukrainian farmers and documentary evidence show Russia's theft of Ukrainian grain:
· Order of the so-called "Berdyansk City Hall" No 10-n dated 07.05.2022 on the seizure of private-owned wheat and barley.
· Press release dated 27.04.2022 from the Legislative Assembly of the Russian Federation's Krasnoyarsk Territory No 379 (13593) on the decision of the Committee on Rural Affairs and Agricultural Policy to expropriate crops from farmers in the temporarily occupied Kherson region. In the document, the committee's chairman, Vladislav Zyryanov, also stated that the Russian authorities intend to extend this approach to other parts of Ukraine.
· Proposals of the Ministry of Agriculture of Russia to postpone for a year the implementation of the federal state information system for tracing the provenance of grain and grain products. The introduction of FDIS "Grain," developed by the Russian "Center for Agroanalytics," was intended to establish control over the use of food resources in Russia, but due to Russia's military aggression against Ukraine, the system became unsuitable for Russia due to the need to account for illegally exported grain from the Ukraine's territory.
The criminal seizure, export and consumption of Ukrainian is another example of Russia's destructive acts, which, in particular, contravene the fundamental principles of the Food and Agriculture Organization of the United Nations (FAO) – achieving food security for all and overcoming hunger. The aggressor state's policy puts into doubt the relevance of its participation in FAO and other international organizations.
We demand that Russia stop illicit grain stealing, unblock Ukrainian ports, restore freedom of navigation, and allow trade ships to pass. We urge the international community to strengthen economic sanctions against Russia in order to stop its military aggression against Ukraine, to avert a humanitarian disaster and the world's food security crisis.
Міністерство закордонних справ України категорично засуджує дії російської федерації щодо розпорядження зерном, незаконно експропрійованим в українських аграріїв. Російські окупанти вилучають українське зерно, спрямовують його на власне споживання або намагаються продати на міжнародних ринках.
Крадіжки харчових ресурсів з території незалежної суверенної держави є одним з проявів мародерства.
МЗС України попередило країни-споживачі, що партії зерна, які продає РФ, можуть частково або повністю містити вкрадене зерно, здобуте в результаті мародерських дій російської окупаційної влади. Вважаємо, що будь-яка країна, яка свідомо купує вкрадене зерно, є співучасниками цього злочину.
За інформацією українського Уряду окупанти вже викрали щонайменше 400–500 тис. т зерна на суму понад 100 млн доларів США. Практично всі кораблі, які виходять із зерном з Севастополя, перевозять крадену українську продукцію.
Крадіжку Росією українського зерна підтверджують як численні свідчення українських аграріїв, так і документальні докази:
· Розпорядження так званої «мерії Бердянську» № 10-п від 07.05.2022 щодо вилучення пшениці та ячменю у приватної компанії.
· Пресреліз Законодавчих Зборів Красноярського краю РФ № 379 (13593) від 27.04.2022 щодо рішення комітету у справах села та агропромислової політики провести експропріацію врожаю у фермерів Херсонської області, тимчасово окупованої збройними силами РФ. У документі голова комітету Владислав Зирянов також озвучив наміри російської влади розширити таку політику і на інші регіони України.
· Пропозиції Міністерства сільського господарства Росії відкласти введення в дію федеральної державної інформаційної системи відстеження походження зерна та продуктів перероблення зерна на 1 рік.
Запровадження ФДІС «Зерно», розробленої російським «Центром Агроаналітики», мало на меті встановлення контролю за використанням харчових ресурсів на території РФ, але у зв’язку з воєнною агресією Росії проти України, вже розроблена система стала небажаною для РФ з огляду на необхідність обліку незаконно вивезеного зерна з території України.
Злочинне вилучення, вивезення та користування українським зерном є черговим свідченням деструктивних дій РФ, які, зокрема, порушують основні принципи Продовольчої та сільськогосподарської організації ООН (ФАО) – гарантування продовольчої безпеки та подолання голоду. Така політика держави-агресора ставить під питання доцільність її членства в ФАО та інших міжнародних організаціях. Вимагаємо від Росії припинити викрадення зерна, розблокувати українські порти, відновити свободу судноплавства та дозволити прохід торговельних суден.
Закликаємо міжнародну спільноту посилювати економічні санкції з метою припинення збройної агресії РФ проти України, запобігання гуманітарній катастрофі та погіршенню ситуації з продовольчою безпекою у світі.

O Ministério dos Negócios Estrangeiros da Ucrânia condena veementemente as ações da Federação Russa de apropriação de grãos que foram apreendidos ilegalmente de agricultores ucranianos. Os ocupantes russos estão a roubar os grãos ucranianos e a consumi-los, além de tentar vendê-los nos mercados internacionais.
A pilhagem de alimentos do território de um Estado soberano independente é uma das vertentes do furto.
O MNE da Ucrânia alertou os países consumidores que as remessas de grãos exportados pela Rússia podem conter grãos roubados, obtidos como resultado da pilhagem feita pelas autoridades russas de ocupação. Qualquer país que compre conscientemente grãos roubados é considerado cúmplice de crime.
Os ocupantes já apreenderam, pelo menos, 400-500 mil toneladas de grãos, no valor de mais de 100 milhões de dólares, segundo o governo ucraniano. Quase todos os navios carregados de grãos que partem de Sevastopol transportam mercadorias ucranianas roubadas.
Numerosos testemunhos de agricultores ucranianos e evidências documentais evidenciam o roubo de grãos ucranianos levado a cabo pela Rússia:
· Ordem da chamada "Câmara Municipal de Berdyansk" n.º 10-n, de 07.05.2022, sobre a apreensão de trigo e cevada de propriedade privada.
· Comunicado de imprensa datado de 27.04.2022, da Assembleia Legislativa do Território Krasnoyarsk da Federação Russa nº 379 (13593) sobre a decisão da Comissão de Assuntos Rurais e Política Agrícola de expropriar culturas de agricultores na região de Kherson temporariamente ocupada. No documento, o presidente do comité, Vladislav Zyryanov, também afirmou que as autoridades russas pretendem estender essa abordagem a outras partes da Ucrânia.
· Propostas do Ministério da Agricultura da Rússia para adiar por um ano a implementação do sistema de informação estatal federal para rastrear a proveniência de grãos e produtos deles derivados. A introdução do FDIS "Grão", desenvolvido pelo "Centro de Agroanalítica" russo tinha como objetivo estabelecer o controlo sobre o uso de recursos alimentares na Rússia, mas devido à agressão militar da Rússia contra a Ucrânia, o sistema tornou-se inadequado para a Rússia, devido à necessidade de contabilizar os cereais exportados ilegalmente do território da Ucrânia.
A apreensão criminosa, exportação e consumo de bens ucranianos é outro exemplo dos atos destrutivos da Rússia, que, em particular, contraria os princípios fundamentais da Organização das Nações Unidas para a Alimentação e a Agricultura (FAO) – ou seja, alcançar a segurança alimentar para todos e superar a fome. A política do Estado agressor coloca em dúvida a relevância da sua participação na FAO e em outras organizações internacionais.
Exigimos que a Rússia pare o roubo ilícito de grãos, desbloqueie os portos ucranianos, restaure a liberdade de navegação e permita a passagem de navios comerciais. Instamos a Comunidade Internacional a fortalecer as sanções económicas contra a Rússia, a fim de interromper a sua agressão militar contra a Ucrânia, evitar um desastre humanitário e uma crise de segurança alimentar mundial.
