Portugal is committed to Ukraine's reconstruction plan, with a particular emphasis on rebuilding schools

On the day that precisely 6 months have passed since the invasion of Ukraine and the country celebrates the 31st anniversary of its independence, the head of Portuguese diplomacy marks this important and symbolic date in loco, reiterating Portugal's support and cooperation to the country at war.

 

After visiting the memorial honoring the victims of the conflict, in Kyiv, Minister João Gomes Cravinho meets with his counterpart Dmytro Kuleba, with press statements being planned at the end of the bilateral meeting.

 

Portugal is actively involved in the Ukrainian reconstruction plan “Fast Recovery Plan” and has made the reconstruction of schools a priority, namely in the city of Jitomir, where several educational establishments were partially or totally destroyed.

Volodymyr Zelenskyy highly appreciated the fact that the Head of the Foreign Ministry of Portugal arrived in Ukraine precisely on the day of the 31st anniversary of the restoration of independence of our state. “We are grateful that you arrived without paying attention to the sirens. I am glad that there are more and more people and states around Ukraine that are also not afraid of Russian aggression," the President emphasized.

During the meeting, the parties exchanged views regarding the further support for our country by Portugal in strengthening the defense capabilities and increasing the sanctions pressure on Russia. In particular, the Head of State called for the introduction of visa restrictions against citizens of the Russian Federation.

Volodymyr Zelenskyy thanked Portugal for its participation in the Second Summit of the Crimea Platform and noted the importance of keeping the issue of deoccupation of Crimea on the international agenda.

Special attention was paid to the participation of Portugal in the restoration of the educational infrastructure of Zhytomyr, as well as educational institutions of the cities of Irpin and Bucha with the support of the municipality of the Portuguese city of Cascais. In this context, the President highly appreciated the humanitarian mission of the Portuguese Foreign Minister to the Zhytomyr region. "The restoration of educational institutions that return our schoolchildren to school, students to universities and children to kindergartens is a priority for us. This is the first step towards the restoration of our state," he said during the conversation. "You are one of the first states that actually already join the program of recovery of Ukraine. We are grateful for that," Volodymyr Zelenskyy emphasized. He expressed hope that Portugal will join the recovery of Ukraine at the global level.

The Minister of Foreign Affairs of Portugal, for his part, noted that it is an honor for him to be in Ukraine on the 31st anniversary of its independence and to represent his country.

João Gomes Cravinho emphasized that he came to convey the words of solidarity and support - political, security and humanitarian - from the President, Prime Minister, government and people of Portugal.

João Gomes Cravinho arrived in Kyiv for a one-day official visit that coincides with the 31st anniversary of Ukraine’s independence and the six months of the war that Russia started on February 24.

Ukraine’s foreign minister, Dmytro Kuleba, described his meeting in Kyiv with his Portuguese counterpart, João Gomes Cravinho, as a conversation between friends who “are prepared to support each other“. “It was a conversation between friends who understand each other very well and are prepared to support each other,” Kuleba said at the end of the meeting, in statements gathered by Portuguese broadcaster RTP.

Kuleba pointed out that Cravinho’s visit has a special meaning because it takes place on an important day for Ukraine. He recalled that Cravinho was in Kyiv a year ago when he “represented Portugal at the summit of the Crimean Platform”, the Ukrainian peninsula annexed in 2014 by Russia. At the time, João Gomes Cravinho was defence minister and also attended the official celebrations of the 30th anniversary of Ukraine’s independence. “We just talked about the support we have been receiving from Portugal and other EU countries,” the Ukrainian foreign minister said of the meeting.

Kuleba said Cravinho also briefed him on the Ukrainian community living in Portugal. “He praised the community for being an important part of society,” he said.

In a message released shortly after arriving in Kyiv, João Gomes Cravinho said he was the bearer of a “message of solidarity, and political, military, financial and humanitarian support” from Portugal.

As part of its support to Ukraine, Portugal will participate with other countries in rebuilding schools in the Jitomir region, about 150 kilometres from Kyiv, where it is estimated that about 70 educational establishments have been destroyed. The initiative is part of a vast reconstruction plan announced by the Ukrainian government in July, which foresees a 10-year investment of over €754 billion. The investment includes the costs of necessary reforms related to Ukraine’s accession to the European Union (EU).
