Speech by the President of Ukraine at a meeting of the UN Security Council

Dear Mrs. President!

Dear Mr. Secretary General!

Dear members of the Security Council and other participants of the meeting!

Thank you for the opportunity.

I am sure that all the representatives of the UN member states will hear me today.

Yesterday I returned from our city of Bucha, recently liberated from the troops of the Russian Federation.

It is difficult to find a war crime that the occupiers have not committed there.

The Russian military searched for and purposefully killed anyone who served our state.

They executed women outside the houses when approaching and simply calling someone alive.

They killed whole families - adults and children. And they tried to burn their bodies.

I am addressing you on behalf of the people who honor the memory of the deceased everyday. Everyday, in the morning.

The memory of the killed civilians.

Who were shot in the back of the head or in the eye after being tortured. Who were shot just on the streets.

Who were thrown into the well, so that they die there in suffering.

Who were killed in apartments, houses, blown up by grenades. Who were crushed by tanks in civilian cars in the middle of the road. For fun.

Whose limbs were cut off, whose throat was cut. Who were raped and killed in front of their own children.

Their tongues were torn out only because they did not hear from them what they wanted to hear.

How is this different from what the ISIS terrorists were doing in the occupied territory?

Except that it is done by a permanent member of the United Nations Security Council.

It destroys the internal unity of states.

Destroys state borders.

Denies the right of more than a dozen peoples on two continents to self-determination and independent state life. Pursues a consistent policy of destroying ethnic and religious diversity.

Inflames wars and deliberately wages them in such a way as to kill as many ordinary civilians as possible. To destroy as many ordinary peaceful cities as possible. To leave in the country where it sends its troops only ruins and mass graves. You've seen it all.

Promotes hatred at the state level and seeks to export it to other countries through its system of propaganda and political corruption.

Provokes a global food crisis that could lead to famine in Africa and Asia, and will certainly end in large-scale political chaos in countries where food price stability is a key factor of domestic security.

So where is the security that the Security Council must guarantee? There is no security. Although there is a Security Council, as if nothing happened.

So where is the peace that the United Nations was created to guarantee?

It is obvious that the key institution of the world, which must ensure the coercion of any aggressors to peace, simply cannot work effectively.

Now the world has seen what the Russian military did in Bucha while keeping our city under occupation. But the world has yet to see what they have done in other occupied cities, in other occupied areas of our country.

Geography may be different, but cruelty is the same. Crimes are the same.

And responsibility must be inevitable.

Ladies and Gentlemen!

I would like to remind you of the first article of the first chapter of the UN Charter. What is the purpose of our organization? To maintain peace. And to force to peace. Now the UN Charter is being violated literally from the first article. And if so, what is the point of all other articles?

Today, it is as a result of Russia's actions on the territory of my state, on the territory of Ukraine, that the most heinous war crimes of all time since the end of World War II are being committed.

Russian troops are deliberately destroying Ukrainian cities to ashes with artillery and air strikes.

They are deliberately blocking cities, creating mass starvation in them. They are deliberately shooting at columns of civilians on the roads who are trying to escape from the territory of hostilities.

They are even deliberately blowing up shelters where civilians are hiding from air strikes. They are deliberately creating conditions in the temporarily occupied territories so that as many civilians as possible are killed there.

The massacre in our city of Bucha is just one, unfortunately, of many examples of what the occupiers have been doing on our land for 41 days.

And there are many other such places that the world has yet to find out the full truth of: Mariupol, Kharkiv, Chernihiv, Okhtyrka, Borodyanka and dozens of other Ukrainian communities, each of which is like Bucha.

I know, and you know very well, what the representatives of Russia will say in response to the accusations of these crimes. They have said this many times. The most illustrative was after the downing of a Malaysian Boeing over Donbas by Russian forces with Russian weapons. Or during the war in Syria.

They will blame everyone, just to justify themselves. They will say that there are different versions, and which of them is true is allegedly impossible to establish yet. They will even say that the bodies of those killed were allegedly “planted”, and all the videos are staged.

But. Now is the year 2022. There is conclusive evidence. There are satellite images. It is possible to conduct a full, transparent investigation.

That is what we are interested in.

Maximum access of journalists. Maximum cooperation with international institutions. Involvement of the International Criminal Court. Full truth, full responsibility.

I am sure that every state in the UN system should be interested in this. For what? In order to punish once and for all those who consider themselves privileged, consider themselves unpunished. Hence, to show all other potential war criminals in the world that they will inevitably be punished as well. If the biggest is punished, everyone will be punished.

Why did Russia come to Ukraine, tell me?

I will answer. Russia's leadership feels like colonizers - as in ancient times. They need our wealth and our people. Russia has already deported tens of thousands of our citizens to its territory. Then there will be hundreds. It abducted more than two thousand children. Simply abducted thousands of children. And continues to do so. Russia wants to turn Ukrainians into silent slaves.

The Russian militaries are openly looting the cities and villages they have captured. This is looting of the highest scale. They steal everything from food to gold earrings they just rip out with blood.

We are dealing with a state that turns the right of veto in the UN Security Council into a right to kill.

Which undermines the whole architecture of global security.

Which allows evil to go unpunished and spread the world. Destroying everything that can work for peace and security.

If this continues, the finale will be that each state will rely only on the power of arms to ensure its security, not on international law, not on international institutions.

Then, the UN can simply be dissolved.

Ladies and Gentlemen!

Are you ready for the dissolving of the UN? Do you think that the time of international law has passed?

If your answer is no, you need to act now, act immediately.

The power of the UN Charter must be restored immediately.

The UN system must be reformed immediately so that the right of veto is not a right to kill. So that there is a fair representation of all regions of the world in the Security Council.

The aggressor must be forced to peace immediately. Determination is needed. The chain of mass killings from Syria to Somalia, from Afghanistan to Yemen and Libya should have been stopped a long time ago to be honest.

If tyranny had ever received such a response to the war it had unleashed that it would have ceased to exist and a fair peace would have been guaranteed after it, the world would have changed for sure.

And then, perhaps, we would not have a war, a war in my country. Against our nation, the Ukrainian nation. Against people.

But the world watched and did not want to see the occupation of Crimea, or even before - the war against Georgia, or even earlier - the alienation from Moldova of the entire Transnistrian region. It also didn’t want to see how Russia was preparing the ground for other conflicts and wars near its borders.

How to stop it?

Immediately bring the Russian military and those who gave them orders to justice for war crimes in Ukraine.

Everyone who gave criminal orders and fulfilled them by killing people will face a tribunal similar to the Nuremberg trials.

I want to remind Russian diplomats that a man like von Ribbentrop has not avoided punishment after World War II.

And I also want to remind the architects of Russia's criminal policy that punishment has reached Adolf Eichmann as well.

None of the culprits will escape. No one.

But the main thing is that today is the time to transform the system, the core of which is the United Nations. To do this, we propose to convene a global conference. And we ask to do it already in peaceful Kyiv - in order to decide.

How we will reform the world security system.

How we will really guarantee the inviolability of universally recognized borders and the integrity of states.

How we will ensure the rule of international law.

It is now clear that the goals set in San Francisco in 1945 during the creation of a global international security organization have not been achieved. And it is impossible to achieve them without reforms.

Therefore, we must do everything in our power to pass on to the next generations an effective UN with the ability to respond preventively to security challenges and thus guarantee peace.

Prevent aggression and force aggressors to peace. Have the determination and ability to punish if the principles of peace are violated.

There can be no more exceptions, privileges. Everyone must be equal. All participants in international relations. Regardless of economic strength, geographical area and individual ambitions.

The power of peace must become dominant. The power of justice and the power of security. As humanity has always dreamed of.

Ukraine is ready to provide a platform for one of the main offices of the updated security system.

Just as the Geneva office specializes in human rights, just as the Nairobi office specializes in the field of environmental protection, the Kyiv U-24 Office can specialize in preventive measures to maintain peace.

I want to remind you of our peaceful mission in Afghanistan. When, at our own expense, we Ukrainians evacuated more than a thousand people from this country. And it was the hottest phase. But people needed help - and Ukraine came. Just like other states.

We evacuated people of different nationalities, different faiths. Afghans, citizens of European countries, USA, Canada. We did not distinguish who needs help, whether these are our people or not. We saved everyone.

If every time there was a need everyone in the world was confident that help would come, the world would be definitely safer.

Therefore, Ukraine has the necessary moral right to propose a reform of the world security system.

We have proven that we help others not only in good times, but also in dark times.

And now we need decisions from the Security Council. For peace in Ukraine. If you do not know how to adopt this decision, you can do two things.

Remove Russia as an aggressor and a source of war from blocking decisions about its own aggression, its own war. And then do everything that can establish peace.

Or show how you can reformat and really work for peace.

Or if your current format is unalterable and there is simply no way out, then the only option would be to dissolve yourself altogether.

I am convinced that you can do without the third option.

Ukraine needs peace. We need peace. Europe needs peace. The world needs peace.

And finally, I’m asking you to watch the video. A short one.

A video of what has come to replace your power because someone alone can abuse his rights.

This is what impunity leads to.

Шановна пані Голово!

Шановний пане Генеральний секретарю!

Шановні члени Радбезу та інші учасники засідання!

Дякую за можливість. Упевнений, мене сьогодні почують і всі представники держав – членів ООН. Учора я повернувся з нашого міста Бучі, днями звільненого від військ Російської Федерації. Складно знайти такий воєнний злочин, який окупанти не вчинили б там.

Російські військові розшукували й цілеспрямовано вбивали кожного, хто служив нашій державі. Вони розстрілювали жінок за дверима будинків, коли підходили й просто кликали того, хто є живий. Вони вбивали цілі родини – дорослих убивали і дітей. І намагалися спалити їхні тіла.

Я звертаюся до вас від імені народу, який щоденно вшановує пам’ять загиблих. Щоденно, зранку. Пам’ять загиблих мирних людей. Яких убивали пострілом у потилицю або в око після катувань. Яких розстрілювали просто на вулицях. Яких кидали в криниці, щоб вони там загинули в стражданнях. Яких убивали у квартирах, у будинках, підриваючи гранатами. Давили танками просто в цивільних автівках посеред дороги. Заради задоволення. Яким відрубували кінцівки, перерізали горло. Яких ґвалтували й убивали на очах у їхніх же дітей.

Їм виривали язик лише тому, що не чули від них того, що хотіли почути.

Чим це відрізняється від того, що робили терористи ДАІШ на захопленій ними території? Хіба що тим, що це робить постійний член Ради Безпеки Організації Об’єднаних Націй. Руйнує внутрішню єдність держав. Руйнує державні кордони.

Заперечує право понад десятка народів на двох континентах на самовизначення й самостійне державне життя. Проводить послідовну політику знищення етнічної та релігійної різноманітності. Розпалює війни та свідомо веде їх так, щоб убити якнайбільшу кількість звичайних мирних людей. Щоб якнайбільше зруйнувати звичайні мирні міста. Щоб залишити в країні, куди заводить свої війська, тільки руїни та масові поховання. Все це ви бачили. Підтримує на державному рівні ненависть і намагається експортувати її в інші держави за допомогою своєї системи пропаганди й політичної корупції.

Провокує глобальну продовольчу кризу, яка може призвести до голоду в державах Африки, в державах Азії й точно закінчиться масштабним політичним хаосом у країнах, де стабільність продовольчих цін – базовий чинник внутрішньої безпеки.

Тож де ця безпека, яку має гарантувати Рада Безпеки? Її немає. Хоча і є Рада Безпеки, як нічого й не було.

Тож де той мир, заради гарантування якого створювалась Організація Об’єднаних Націй?

Це очевидно, що ключова інституція світу, яка повинна забезпечувати примус будь-яких агресорів до миру, просто не може ефективно працювати.

Зараз світ побачив, що російські військові зробили в Бучі, поки утримували наше місто в окупації. Але світу ще тільки доведеться побачити, що вони зробили в інших окупованих містах, в інших окупованих районах нашої країни.

Географія може бути різною, але жорстокість однакова. Злочини однакові.

І відповідальність має бути неминучою.

Пані та панове!

Хочу нагадати вам статтю першу глави першої Статуту ООН. У чому мета нашої організації? У тому, щоб підтримувати мир. І примушувати до миру. Зараз Статут ООН порушується буквально з першої ж статті. А якщо так, то який сенс в усіх інших статтях?

На сьогодні саме внаслідок дій Росії на території моєї держави, на території України, скоюються найстрашніші воєнні злочини за весь час після завершення Другої світової війни.

Російські війська свідомо знищують у попіл українські міста артилерійськими, авіаційними ударами. Свідомо блокують міста, створюючи в них масовий голод. Свідомо розстрілюють колони цивільних на дорогах, які намагаються просто врятуватися з території військових дій. Свідомо підривають навіть укриття, у яких ховаються мирні люди від авіаційних ударів. Свідомо створюють на тимчасово окупованих територіях такі умови, щоб там було вбито якнайбільше цивільних людей.

Масові вбивства у нашому місті Бучі – це, на жаль, лише один із багатьох приклад того, що здійснюють окупанти на нашій землі вже протягом 41 дня.

А є ще багато інших таких місць, про які світу ще тільки доведеться дізнатися повну правду: Маріуполь, Харків, Чернігів, Охтирка, Бородянка та ще десятки, десятки українських громад, кожна з яких – як Буча.

Я знаю і ви прекрасно знаєте, що говоритимуть представники Росії у відповідь на звинувачення в цих злочинах. Вони це вже неодноразово говорили. Найпоказовіше – після збиття російськими силами з російської ж зброї малайзійського «Боїнга» над Донбасом. Або під час війни у Сирії.

Вони будуть звинувачувати всіх, тільки б виправдати себе. Вони будуть говорити, що нібито є різні версії, а яка з них правдива – нібито неможливо поки що встановити. Вони будуть говорити навіть те, що тіла вбитих нібито підкинули, а всі відео – постановочні.

Але. Зараз 2022 рік. Є безперечні докази. Є супутникові знімки. Є можливість провести повне прозоре розслідування. Саме в цьому ми зацікавлені.

Максимальний доступ журналістів. Максимальна співпраця з міжнародними інституціями. Залучення Міжнародного кримінального суду. Повна правда, повна відповідальність.

Впевнений, у цьому має бути зацікавлена й кожна держава в системі ООН. Для чого? Для того, щоб раз і назавжди покарати того, хто вважає себе привілейованим, вважає себе безкарним. А отже, показати всім іншим потенційним воєнним злочинцям світу, що вони також будуть неминуче покарані. Якщо карають того, хто найбільший, то буде покараний кожен.

Навіщо Росія прийшла в Україну, скажіть мені?

Я відповім. Керівництво Росії відчуває себе колонізаторами – як у давні часи. Їм потрібне наше багатство та наші люди. Росія вже депортувала на свою територію десятки тисяч наших громадян. Далі – сотні. Викрала понад дві тисячі дітей. Просто викрала тисячі дітей. І продовжує це робити. Росія хоче перетворити українців на мовчазних рабів.

Російські військові відверто, відкрито грабують міста, села, які вони захопили. Це мародерство найвищого масштабу. Вони крадуть усе – від продовольства до золотих сережок, які просто виривають із кров’ю.

Ми маємо справу з державою, яка перетворює право вето у Раді Безпеки ООН на право смерті. Яка підриває всю архітектуру глобальної безпеки. Яка дозволяє злу бути безкарним і поширюватися світом. Знищуючи все, що тільки може працювати на мир і безпеку.

Якщо це продовжиться, то фіналом буде те, що кожна з держав зможе розраховувати тільки на силу зброї, щоб гарантувати собі безпеку, а не на міжнародне право, не на міжнародні інституції. ООН можна буде просто закрити.

Пані та панове!

Чи готові ви до закриття ООН? Чи вважаєте ви, що час міжнародного права минув?

Якщо ваша відповідь «ні», то діяти потрібно зараз, діяти негайно. Потрібно негайно повертати силу Статуту ООН. Потрібно негайно реформувати систему ООН таким чином, щоб право вето не було правом смерті. Щоб була справедлива представленість у Радбезі всіх регіонів світу. Потрібно негайно примушувати агресора до миру. Потрібна рішучість. Ланцюжок масових убивств від Сирії до Сомалі, від Афганістану до Ємену та Лівії мав би бути зупинений, і вже давно, якщо чесно.

Якби хоч раз тиранія отримала таку відповідь на розв’язану нею війну, що перестала б існувати, а після неї був би гарантований чесний мир, то світ точно змінився б.

І тоді, можливо, не було б війни у нас, війни в моїй країні. Проти нашого народу, українського народу. Проти людей.

Але світ дивився й не хотів бачити ні окупації Криму, ні ще раніше – війни проти Грузії, ні ще раніше – з відчуженням від Молдови цілого Придністровського регіону. І на те, як Росія готувала ґрунт для ще інших конфліктів та війн поблизу своїх кордонів.

Як це зупинити?

Негайно притягати російських військових і тих, хто віддав їм накази, до відповідальності за воєнні злочини на території України.

Кожен, хто віддавав злочинні накази і хто їх виконував, убиваючи людей, опиняться під трибуналом, який має бути аналогічним Нюрнберзькому процесу.

Я хочу нагадати дипломатам Росії, що після Другої світової війни покарання не оминуло таку людину, як фон Ріббентроп.

І хочу нагадати також і архітекторам злочинної політики Росії, що покарання наздогнало й Адольфа Айхмана. Ніхто з винних не сховається. Ніхто.

Але головне, що сьогодні саме час трансформувати систему, стрижнем якої є Організація Об’єднаних Націй. Щоб це зробити, пропонуємо скликати глобальну конференцію. І ми просимо зробити це вже в мирному Києві – для того, щоб визначитись, як будемо реформувати світову систему безпеки. Як будемо реально гарантувати непорушність загальновизнаних кордонів і цілісність держав. Як будемо утверджувати верховенство міжнародного права.

Зараз цілком очевидно, що цілі, які закладалися в Сан-Франциско у 1945 році при створенні глобальної безпекової міжнародної організації, не досягнуті. І досягнути їх без реформ неможливо.

А отже, ми повинні зробити все, що від нас із вами залежить, щоб передати наступним поколінням дієву ООН з можливістю превентивно реагувати на безпекові виклики, а отже – гарантувати мир.

Запобігати агресії та примушувати агресорів до миру. Мати рішучість і змогу карати, якщо принципи миру порушуються.

Винятків, привілеїв бути більше не може. Всі мають бути рівними. Всі учасники міжнародних відносин, незалежно від економічної сили, географічної площі та індивідуальних амбіцій.

Домінуючою має стати сила миру. Сила справедливості та сила безпеки. Як про це людство завжди й мріяло.

Україна готова дати майданчик для одного з головних офісів оновленої системи безпеки.

Як офіс у Женеві спеціалізується на правах людини, як офіс у Найробі – на захисті навколишнього середовища, так офіс у Києві – Офіс U-24 – може спеціалізуватися на превентивних заходах для підтримання миру.

Я хочу нагадати нашу мирну місію в Афганістані. Коли тільки завдяки своїм силам ми, українці, евакуювали з цієї країни понад тисячу людей. І була найгарячіша фаза. Але люди потребували допомоги – і Україна прийшла. Як і інші держави.

Ми забрали звідти людей різних національностей, різної віри. Афганців, громадян європейських держав, США, Канади. Ми не дивилися, хто потребує допомоги. Це наша людина чи не наша людина – ми рятували всіх.

Якби кожного разу, коли є така потреба, кожен у світі мав упевненість, що допомога прийде, світ був би однозначно безпечнішим.

Тому Україна має необхідне моральне право, щоб пропонувати реформу світової системи безпеки.

Ми довели, що допомагаємо іншим не тільки у щасті, а й у темні часи.

І зараз ми потребуємо рішень від Ради Безпеки. Для миру в Україні. Якщо ви не знаєте, як ухвалити це рішення, то ви можете зробити дві речі.

Або усунути Росію як агресора та джерело війни від блокування рішень щодо її ж агресії, її ж війни. І тоді зробити все, що може встановити мир.

Або покажіть, як можна переформатуватися і працювати реально заради миру.

Або, якщо ваш чинний формат – безальтернативний і виходу просто немає, то далі – тільки саморозпуск.

Я переконаний, що ви здатні обійтися без третього варіанту.

Мир потрібен Україні. Мир потрібен нам. Мир потрібен Європі. Мир потрібен світу.

Discurso do Presidente da Ucrânia na reunião do Conselho de Segurança da ONU

Cara Senhora Presidente!

Caro Senhor Secretário-geral!

Caros Membros do Conselho de Segurança e demais participantes na reunião!

Obrigado por esta oportunidade.

Estou certo de que todos os representantes dos Estados membros da ONU me ouvirão hoje.

Ontem, regressei da nossa cidade de Bucha, recentemente libertada das tropas da Federação Russa.

É difícil encontrar um crime de guerra que os ocupantes não tenham cometido lá.

Os militares russos procuraram e mataram propositalmente qualquer um que servisse o nosso Estado.

Eles executaram mulheres fora das casas, por simplesmente se aproximarem e chamarem por alguém vivo.

Mataram famílias inteiras - adultos e crianças. E ainda tentaram queimar os seus corpos.

Dirijo-me a vós em nome das pessoas que todos os dias honram a memória dos falecidos. Todos os dias, todas as manhãs.

A memória dos civis mortos.

Que foram baleados na nuca ou num dos olhos, depois de serem torturados. Que foram simplesmente baleados ali, nas ruas.

Que foram lançados ao poço, para que ali morressem em sofrimento.

Que foram mortos em apartamentos, casas, explodidos por granadas. Que foram esmagados por tanques, em carros civis, no meio da estrada. Por diversão.

Cujos membros foram cortados, cuja garganta foi cortada. Cujas mulheres foram violadas e mortas à frente dos seus próprios filhos.

Cujas línguas foram arrancadas, apenas porque os invasores não ouviram deles o que queriam ouvir.

Como é isto diferente do que os terroristas do ISIS faziam no território ocupado?

A única diferença é que tais atrocidades são cometidas por um membro permanente do Conselho de Segurança das Nações Unidas.

O qual destrói a unidade interna dos Estados.

Destrói fronteiras estatais.

Nega o direito de mais de uma dúzia de povos em dois continentes à autodeterminação e à vida estatal independente. Persegue uma política consistente de destruição da diversidade étnica e religiosa.

Inflama guerras e dirige-as deliberadamente, de forma a matar o maior número possível de civis comuns. Destrói o maior número possível de cidades pacíficas comuns. Deixa para trás, no país para onde envia suas tropas, apenas ruínas e valas comuns. Vocês já viram tudo.

Promove o ódio a nível nacional e procura exportá-lo para outros países, por meio do seu sistema de propaganda e corrupção política.

Provoca uma crise alimentar global que pode levar à fome na África e na Ásia, e certamente terminará num caos político em grande escala nos países onde a estabilidade dos preços dos alimentos é um fator-chave da segurança interna.

Então, onde está a segurança que o Conselho de Segurança devia garantir? Não há segurança. Embora haja um Conselho de Segurança, como se nada tivesse acontecido.

Então, onde está a paz que as Nações Unidas foram criadas para garantir?

É óbvio que a instituição-chave do mundo que deve garantir a coerção de quaisquer agressores à paz, simplesmente não pode funcionar de forma eficaz.

Agora o mundo viu o que os militares russos fizeram em Bucha, enquanto mantinham a nossa cidade sob ocupação. Mas o mundo ainda não viu o que eles fizeram nas outras cidades ocupadas, em outras áreas ocupadas do nosso país.

A geografia pode ser diferente, mas a crueldade é a mesma. Os crimes são os mesmos.

E a responsabilidade deve ser inevitável.

Senhoras e senhores!

Gostaria de vos lembrar do primeiro artigo do primeiro capítulo da Carta da ONU. Qual é o propósito da nossa organização? Manter a paz. E impor a paz. Agora, a Carta da ONU está a ser violada literalmente desde o seu primeiro artigo. E se assim é, qual é o objetivo de todos os outros artigos?

Hoje, é como resultado das ações da Rússia no território do meu Estado, no território da Ucrânia, que estão a ser cometidos os crimes de guerra mais hediondos de todos os tempos, desde o fim da Segunda Guerra Mundial.

As tropas russas estão deliberadamente a transformar cidades ucranianas em cinzas, com artilharia e ataques aéreos.

Eles estão deliberadamente a bloquear as cidades, a criar a fome em massa nessas cidades. Eles estão a disparar deliberadamente contra colunas de civis nas estradas, os quais apenas tentam escapar do território das hostilidades.

Eles até explodem deliberadamente os abrigos onde os civis se escondem de ataques aéreos. Eles estão deliberadamente a criar condições nos territórios temporariamente ocupados para que o maior número possível de civis seja morto lá.

O massacre na nossa cidade de Bucha é apenas um, infelizmente, de muitos exemplos do que os ocupantes têm feito nas nossas terras há 41 dias.

E há muitos outros lugares sobre os quais o mundo ainda não descobriu toda a verdade: Mariupol, Kharkiv, Chernihiv, Okhtyrka, Borodyanka e dezenas de outras comunidades ucranianas, todas elas como Bucha.

Eu sei, e vocês sabem muito bem, o que os representantes da Rússia vão dizer em resposta às acusações desses crimes. Eles já disseram o mesmo muitas vezes. O exemplo mais ilustrativo foi após o abate do Boeing da Malásia sobre o Donbas, por forças russas com armas russas. Ou durante a guerra na Síria.

Eles vão culpar-nos a nós, apenas para se justificarem. Eles dirão que existem versões diferentes, e que qual delas é a verdadeira, é supostamente impossível de estabelecer para já. Dirão até que os corpos dos mortos foram supostamente “plantados”, e que todos os vídeos são encenados.

Mas, agora, estamos em 2022. Há evidências conclusivas. Existem imagens de satélite. É possível realizar uma investigação completa e transparente.

É isso que nos interessa.

Acesso máximo aos jornalistas. Máxima cooperação com instituições internacionais. Participação do Tribunal Penal Internacional. Verdade total, responsabilidade total.

Estou certo de que todos os Estados do sistema da ONU se devem interessar por isso. Para quê? Para punir de uma vez por todas aqueles que se consideram privilegiados, que se consideram impunes. Portanto, para mostrar a todos os outros potenciais criminosos de guerra do mundo que eles inevitavelmente também serão punidos. Se o maior for punido, todos serão punidos.

Por que é que a Rússia veio para a Ucrânia, digam-me?

Eu respondo. A liderança da Rússia parece colonizadora - como nos tempos antigos. Eles precisam da nossa riqueza e do nosso povo. A Rússia já deportou dezenas de milhares dos nossos cidadãos para o seu território. No total, haverá centenas. Sequestraram mais de duas mil crianças. Simplesmente raptaram milhares de crianças. E continuam a fazê-lo. A Rússia quer transformar os ucranianos em escravos silenciosos.

Os militares russos estão a saquear abertamente as cidades e aldeias que capturaram. Isso é pilhagem da mais alta escala. Eles roubam tudo, desde comida até brincos de ouro, que eles simplesmente arrancam com sangue.

Estamos a lidar com um Estado que transforma o direito de veto no Conselho de Segurança da ONU em direito de matar.

O que mina toda a arquitetura da segurança global.

O que permite que o mal fique impune e se espalhe pelo mundo. Destruindo tudo o que pode trabalhar para a paz e segurança.

Se isso continuar, o resultado será que cada Estado confiará apenas no poder das armas para garantir a sua segurança, não no Direito Internacional, não nas instituições internacionais.

Então, a ONU pode simplesmente ser dissolvida.

Senhoras e senhores!

Vocês estão prontos para a dissolução da ONU? Vocês acham que o tempo do Direito Internacional já chegou ao fim?

Se a vossa resposta for não, então precisam de agir agora, de agir imediatamente.

O poder da Carta da ONU deve ser restaurado imediatamente.

O sistema da ONU deve ser reformado imediatamente, para que o direito de veto não seja o direito de matar. Para que haja uma representação justa de todas as regiões do mundo no Conselho de Segurança.

O agressor deve ser forçado à paz imediatamente. É necessário determinação. A cadeia de assassinatos em massa da Síria à Somália, do Afeganistão ao Iêmen e Líbia deveria ter sido interrompida há muito tempo, para ser honesto.

Se a tirania tivesse recebido uma resposta à guerra que desencadeou, de tal maneira que tivesse deixado de existir, e de tal maneira que uma paz justa tivesse sido garantida depois dela, o mundo teria mudado, com certeza.

E então, talvez não tivéssemos uma guerra, uma guerra no meu país. Contra nossa nação, a nação ucraniana. Contra civis.

Mas o mundo assistiu e não quis ver a ocupação da Crimeia, ou mesmo antes - a guerra contra a Geórgia, ou mesmo antes - a alienação da Moldávia de toda a região da Transnístria. Também não quiseram ver como a Rússia estava a preparar o terreno para outros conflitos e guerras perto das suas fronteiras.

Como pará-los?

Levem imediatamente os militares russos e aqueles que lhes deram ordens à justiça por crimes de guerra na Ucrânia.

Todos os que deram ordens criminais e as cumpriram matando civis enfrentarão um tribunal semelhante aos julgamentos de Nuremberg.

Quero lembrar aos diplomatas russos que um homem como von Ribbentrop não evitou a punição, após a Segunda Guerra Mundial.

E também quero lembrar aos arquitetos da política criminal da Rússia que a punição também chegou a Adolf Eichmann.

Nenhum dos culpados escapará. Nenhum.

Mas o principal é que está na hora de transformar o sistema, cujo núcleo é a ONU. Para isso, propomos convocar uma conferência global. E pedimos para que seja feita já na pacífica Kyiv – de modo a decidir como reformaremos o sistema de segurança mundial, como iremos realmente garantir a inviolabilidade das fronteiras universalmente reconhecidas e a integridade dos Estados. Como iremos garantir o Estado de Direito Internacional.

Agora está claro que as metas estabelecidas em São Francisco, em 1945, durante a criação de uma organização global de segurança internacional não foram alcançadas. E é impossível alcançá-las sem reformas.

Portanto, devemos fazer tudo o que estiver ao nosso alcance para transmitir às próximas gerações uma ONU eficaz, com capacidade de responder preventivamente aos desafios de segurança e, assim, garantir a paz.

Prevenir a agressão e forçar os agressores à paz. Ter determinação e capacidade de punir, caso os princípios da paz sejam violados.

Não pode haver mais exceções, privilégios. Todos devem ser iguais. Todos os participantes nas relações internacionais. Independentemente da força económica, área geográfica e ambições individuais.

O poder da paz deve tornar-se dominante. O poder da justiça e o poder da segurança. Tal como a humanidade sempre idealizou.

A Ucrânia está pronta para fornecer uma plataforma para um dos principais escritórios do sistema de segurança atualizado.

Assim como o escritório de Genebra é especializado em direitos humanos, assim como o escritório de Nairóbi é especializado no campo da proteção ambiental, o escritório de Kyiv U-24 pode ser especializado em medidas preventivas para manter a paz.

Quero lembrar-vos da nossa missão pacífica no Afeganistão. Quando, às nossas custas, nós, ucranianos, evacuamos mais de mil pessoas desse país. E foi na fase mais cálida. Mas as pessoas precisavam de ajuda - e a Ucrânia foi. Assim como outros países.

Nós evacuamos pessoas de diferentes nacionalidades, de diferentes religiões. Afegãos, cidadãos de países europeus, EUA, Canadá. Não distinguimos quem precisava de ajuda, se era o nosso povo ou não. Nós salvamos todos.

Se de todas as vezes que houvesse necessidade, todos no mundo estivessem confiantes de que a ajuda viria, o mundo seria definitivamente mais seguro.

Portanto, a Ucrânia tem o direito moral necessário para propor uma reforma do sistema de segurança mundial.

Provamos que ajudamos os outros não apenas nos tempos bons, mas também nos tempos sombrios.

E agora precisamos de decisões do Conselho de Segurança. Pela paz na Ucrânia. Se vocês não sabem como adotar essa decisão, podem fazer duas coisas.

Removam a Rússia, como agressora e fonte de guerra, para que esta deixe de bloquear decisões sobre a sua própria agressão, sobre a sua própria guerra. E então façam tudo o que possa estabelecer a paz.

Mostrem como vocês se podem reformatar e realmente trabalhar pela paz.

Ou, se o formato atual for inalterável e simplesmente não houver saída, a única opção será dissolver-se completamente.

Estou convencido de que vocês podem prescindir desta última opção.

A Ucrânia precisa de paz. Precisamos de paz. A Europa precisa de paz. O mundo precisa de paz.

Um vídeo que mostra aquilo que veio para substituir o vosso poder, porque alguém sozinho pode abusar dos seus direitos.

É a isto que a impunidade leva.
