Wise people of a strong country!
The 34th day of the full-scale invasion of Russia and our full-scale defense is coming to an end. Successful defense.
I'm sure you saw the news today that the Russian military command allegedly decided to "reduce hostilities in the directions of Kyiv and Chernihiv."
Well, the same can be said about Chornobaivka - as if the Russian aviation simply decided to fly less, and the Russian military vehicles - to drive less. I am grateful to all our defenders, to all those who ensure the defense of Kyiv. It is their brave and effective actions that force the enemy to retreat in this direction.
However, we should not lose vigilance. The situation has not become easier. The scale of the challenges has not diminished. The Russian army still has significant potential to continue attacks against our state. They still have a lot of equipment and enough people completely deprived of rights whom they can send to the cauldron of war.
Therefore, we stay alert and do not reduce our defense efforts. Both in the north of our state and in all other regions of Ukraine, where Russian troops have temporarily entered. The defense of Ukraine is the number one task now, and everything else is derived from it.
It is on this basis that I consider the messages on the negotiation process, which is underway at various levels with representatives of the Russian Federation.
The enemy is still in our territory. The shelling of our cities continues. Mariupol is blocked. Missile and air strikes do not stop. This is the reality. These are the facts.
That is why the Armed Forces of Ukraine, our intelligence and all those who have joined the defense of the state are the only guarantee of our survival today. As a nation. As a state.
The guarantee that works.
Yes, we can call positive the signals we hear from the negotiating platform. But these signals do not silence the explosion of Russian shells.
Of course, we see all the risks. Of course, we see no reason to trust the words of certain representatives of a state that continues to fight for our destruction. Ukrainians are not naive people. Ukrainians have already learned during these 34 days of invasion and over the past eight years of the war in Donbas that only a concrete result can be trusted. The facts - if they change on our land.
Of course, Ukraine is willing to negotiate and will continue the negotiation process. To the extent that really depends on us. We expect to get the result. There must be real security for us, for our state, for sovereignty, for our people. Russian troops must leave the occupied territories. Ukraine's sovereignty and territorial integrity must be guaranteed. There can be no compromise on sovereignty and our territorial integrity. And there will not be any.
These are clear principles. This is a clear vision of the possible outcome. And to those on social networks who perceive words as if they are facts already, I want to remind one thing: we live in a democratic state and fight for our freedom. For freedom for our people.
Therefore, any decisions that are important for all our people must be made not by one person or a group of people with any political views, but by all our people. The wise people of Ukraine.
And certain countries should not even expect that certain negotiations will facilitate the lifting of sanctions against the Russian Federation. The question of sanctions cannot even be raised until the war is over, until we get back what’s ours and until we restore justice.
On the contrary, sanctions must be strengthened. Intensified weekly. And they must be effective. Not just for headlines in the media that sanctions have been imposed, but for real peace. Real.
And to ensure this, a team of Ukrainian and international experts has already begun work to assess the effectiveness of the sanctions imposed on Russia. On the Ukrainian side, this area is coordinated by Head of the President's Office Andriy Yermak, and on the international side by Michael McFaul.
During the day the rescue operation was ongoing in Mykolaiv. The debris of the building of the regional administration destroyed by Russian missile strikes was dismantled. As of now, 8 people have been reported killed and 30 wounded. It is likely that these are not final figures.
The Russian troops hit Mykolaiv very insidiously. At a time when people came to their workplaces in the morning. Thank God, most of those in the building managed to evacuate when they heard an air alarm.
This one more act of the Russian so-called denazification of Mykolaiv took place in the morning after the anniversary of liberation of the city from Nazi invaders. Mykolaiv residents remember the day of March 28, 1944. And they see who the Russian troops trying to capture their city now look like.
I spoke about Mykolaiv today in my address to the Danish Parliament and the Danish people. I invited the society of this country to take part in the reconstruction of the city and the region after the war. In the framework of our program of Ukraine's reconstruction, we involve partner states, leading companies and the best specialists in order to guarantee the speed and quality of the reconstruction of our state.
As I was told, this proposal was very positively received in Denmark.
There is also important news from our government officials. As of today, the new functionality of our "Diia" state service will be available. As I promised, the state will compensate for the loss of a house or apartment as a result of hostilities. Every citizen of ours can already submit an application in "Diia".
Applications are already available in the mobile application. You need to update the app to see this new service. And in a week it will be available offline - in the centers of administrative services. In itself, the functionality in "Diia" is quite convenient. But all the necessary details will still be clarified by our government.
The main thing is that the state will compensate for every meter of lost real estate.
In addition, government officials today expanded the program to help those institutions that support IDPs from the areas of hostilities.
Another important decision was to allocate 426 million hryvnias to pay the miners' salaries.
Traditionally, I signed several important decrees before delivering this evening address. The first is about awarding communications service employees. I am sincerely grateful to everyone who provides the fundamental basis of our lives. Who gives us connection.
By the way, on the day of the beginning of the Russian invasion, the first missile strike in the JFO area was made against them.
12 people were awarded state awards, 4 - posthumously.
The second signed decree is on awarding 126 servicemen of the Armed Forces of Ukraine, 34 of them - posthumously.
We will always be grateful to each of our defenders for the defense of our state in the Ukrainian Patriotic War against Russia.

O 34º dia da invasão em grande escala da Rússia e da nossa defesa em grande escala está a chegar ao fim. Uma defesa bem-sucedida.
Tenho a certeza de que viram hoje a notícia de que o comando militar russo supostamente decidiu "reduzir as hostilidades nas direções de Kyiv e Chernihiv".
Bem, o mesmo pode ser dito sobre Chornobaivka. É como se a aviação russa simplesmente decidisse voar menos e os veículos militares russos decidissem dirigir menos. Estou grato a todos os nossos defensores, a todos aqueles que garantem a defesa de Kyiv. São as suas ações corajosas e eficazes que forçam o inimigo a recuar nessa direção.
No entanto, não devemos baixar a vigilância. A situação não ficou mais fácil. A escala dos desafios não diminuiu. O exército russo ainda tem um potencial significativo para continuar os ataques contra nosso Estado. Eles ainda têm muitos equipamentos e bastantes pessoas completamente desprovidas de direitos que podem enviar para o caldeirão da guerra.
Portanto, permanecemos alerta e não reduzimos os nossos esforços de defesa. Tanto no norte do nosso país, como em todas as outras regiões da Ucrânia, onde as tropas russas entraram temporariamente. A defesa da Ucrânia é agora a tarefa prioritária - tudo o resto vem em função disso.
É também com base nisso que considero as mensagens sobre o processo de negociação, que está em andamento em vários níveis, com representantes da Federação Russa.
O inimigo ainda está no nosso território. O bombardeamento sobre as nossas cidades continua. Mariupol está sitiada. Os mísseis e ataques aéreos não pararam. Essa é a realidade. Estes são os factos.
É por isso que as Forças Armadas da Ucrânia, a nossa inteligência e todos aqueles que se juntaram à defesa do nosso Estado são a única garantia da nossa sobrevivência hoje. Como nação. Como um Estado.
São uma garantia que funciona.
Sim, podemos chamar de positivos os sinais que ouvimos da plataforma de negociações. Mas esses sinais não silenciam as explosões de projéteis russos.
Claro, vemos todos os riscos. Claro que não há razões para confiar nas palavras de certos representantes de um Estado que continua a lutar pela nossa destruição. Os ucranianos não são pessoas ingénuas. Os ucranianos já aprenderam durante estes 34 dias de invasão e nos últimos oito anos de guerra no Donbas que apenas um resultado concreto pode ser confiável. Se de facto virmos mudanças da parte deles na nossa terra.
É claro que a Ucrânia está disposta a negociar e continuará o processo de negociação. Na medida em que realmente depender de nós. Esperamos obter resultados. A segurança deve ser real, para nós, para nosso Estado, para a nossa soberania e para o nosso povo. As tropas russas devem deixar os territórios ocupados. A soberania e a integridade territorial da Ucrânia devem ser garantidas. A soberania e a integridade territorial da Ucrânia não podem ser comprometidas. De modo algum.
Estes são princípios claros. Esta é uma visão clara do resultado possível. E para aqueles, nas redes sociais, que percebem as palavras como se já fossem factos, quero lembrar uma coisa: vivemos num Estado democrático e lutamos pela nossa liberdade. Pela liberdade do nosso povo.
Portanto, quaisquer decisões que sejam importantes para todo o nosso povo devem ser tomadas não por uma pessoa ou grupo de pessoas com opiniões políticas, mas por todo o nosso povo. O povo sábio da Ucrânia.
E certos países nem devem esperar que certas negociações facilitem o levantamento das sanções contra a Federação Russa. A questão das sanções não pode ser levantada até que a guerra termine, até que recuperemos o que é nosso e até que restauremos a justiça.
Pelo contrário, as sanções devem ser reforçadas e intensificadas semanalmente. E devem ser eficazes. Não devem servir apenas para manchetes na imprensa a anunciar que as sanções foram impostas, mas sim servir para a paz real. Real.
E para garantir isso, uma equipa de especialistas ucranianos e internacionais já começou a trabalhar para avaliar a eficácia das sanções impostas à Rússia. Do lado ucraniano, esta área é coordenada pelo chefe do Gabinete do Presidente, Andriy Yermak, e do lado internacional, por Michael McFaul.
Durante o dia, esteve em curso uma operação de resgate em Mykolaiv. Os escombros do prédio da administração regional, destruída por ataques de mísseis russos, foram removidos. Até agora, 8 pessoas foram dadas como mortas e registam-se 30 feridos. É provável que estes não sejam os números finais.
As tropas russas atingiram Mykolaiv de forma muito insidiosa. Numa altura em que as pessoas chegavam aos seus locais de trabalho, de manhã. Graças a Deus, a maioria das pessoas no prédio conseguiu evacuar quando ouviram o alarme aéreo.
Este é mais um ato da chamada “desnazificação” russa de Mykolaiv, que ocorreu na manhã seguinte ao aniversário da libertação da cidade dos invasores nazis. Os moradores de Mykolaiv recordam-se do dia 28 de março de 1944. E agora vêem as tropas russas a tentar capturar a sua cidade.
Falei hoje de Mykolaiv no meu discurso ao Parlamento dinamarquês e ao povo dinamarquês. Convidei a sociedade deste país a participar na reconstrução da cidade e da região após a guerra. No âmbito do nosso programa de reconstrução da Ucrânia, envolvemos países parceiros, empresas líderes e os melhores especialistas para garantir a rapidez e a qualidade da reconstrução do nosso país.
Conforme me foi dito, esta proposta foi muito bem recebida na Dinamarca.
Há também notícias importantes dos nossos funcionários do Governo. A partir de hoje, estará disponível a nova funcionalidade do nosso serviço estatal "Diia". Como prometi, o Estado compensará as perdas de casas ou apartamentos em resultado das hostilidades. Todos os nossos cidadãos já podem apresentar candidatura na aplicação "Diia".
A aplicação já está disponível para dispositivos móveis. Apenas é preciso actualizar o aplicativo para aceder a este novo serviço. Dentro de uma semana, já estará disponível offline - nos centros de serviços administrativos. Por si só, a funcionalidade do "Diia" é bastante intuitiva. Mas todos os detalhes necessários serão devidamente esclarecidos pelo nosso Governo.
O principal é que o Estado compensará cada metro de imóveis perdidos.
Além disso, os funcionários do Governo expandiram hoje o programa para ajudar as instituições que apoiam os deslocados internos das zonas de hostilidades.
Outra decisão importante foi alocar 426 milhões de hryvnias para pagar os salários dos mineiros.
Como habitualmente, assinei vários decretos importantes antes de proferir este discurso, ao fim do dia. A primeira diz respeito à condecoração dos funcionários do serviço de comunicações. Sou sinceramente grato a todos os que fornecem a base fundamental das nossas vidas. Àqueles que nos permitem estar conectados.
A propósito, no dia do início da invasão russa, o primeiro ataque de mísseis na área de JFO foi feito precisamente contra eles.

Завершується 34-й день повномасштабного вторгнення Росії та нашої повномасштабної оборони. Успішної оборони.
Впевнений, ви сьогодні бачили новину, що російське військове відомство нібито вирішило «скоротити бойові дії на Київському та Чернігівському напрямках».
Що ж, так можна сказати й про Чорнобаївку – ніби російська авіація просто вирішила менше літати, а російська техніка – поменше їздити. Я вдячний усім нашим захисникам, усім нашим захисницям, – усім, хто забезпечує оборону Києва. Саме їхні хоробрі та ефективні дії змушують ворога відходити на цьому напрямку.
Проте, не варто втрачати пильності. Ситуація не стала легшою. Масштаб викликів не зменшився. Російська армія все ще має значний потенціал для продовження атак проти нашої держави. У них ще багато техніки й вистачає абсолютно безправних людей, яких вони можуть відправити в котел війни.
Тому ми не розхолоджуємось і не зменшуємо наші оборонні зусилля. Як на півночі нашої держави, так і в усіх інших регіонах України, куди тимчасово зайшли російські війська. Оборона України – це завдання зараз номер один, а все інше – похідне від цього.
Саме на такому фундаменті розглядаю й повідомлення щодо переговорного процесу, який триває на різних рівнях із представниками Російської Федерації.
Ворог досі на нашій території. Обстріли наших міст тривають. Маріуполь заблокований. Ракетні та авіаційні удари не припиняються. Це – реальність. Це – факти.
Тому Збройні Сили України, наша розвідка, усі, хто долучився до оборони держави, – це на сьогодні єдина гарантія нашого виживання. Як народу. Як держави.
Гарантія, яка працює.
Так, можна називати позитивними ті сигнали, які ми чуємо з переговорного майданчика. Але ці сигнали не заглушають розриви російських снарядів.
Звісно, ми бачимо всі ризики. Звісно, ми не бачимо підстав для довіри словам, що звучать від тих чи інших представників держави, яка продовжує воювати заради нашого знищення. Українці – не наївні люди. Українці вже навчилися і за ці 34 дні вторгнення, і за минулі вісім років війни на Донбасі, що довіряти можна лише конкретному результату. Фактам – якщо вони зміняться на нашій землі.
Безумовно, Україна налаштована на переговори і продовжуватиме переговорний процес. Тією мірою, якою це справді від нас залежить. Ми розраховуємо на результат. Має бути реальна безпека для нас, для нашої держави, для суверенітету. для наших людей. Російські війська мають залишити окуповані райони. Суверенітет і територіальна цілісність України мають бути гарантовані. Жодних компромісів щодо суверенітету й нашої територіальної цілісності не може бути. І не буде.
Це чіткі принципи. Це чітке бачення можливого результату. А тим у соціальних мережах, хто сприймає слова так, ніби це вже факти, хочу нагадати одне: ми живемо в демократичній державі і воюємо за нашу свободу. За свободу для нашого народу.
Тому будь-які рішення, які мають значення для всього нашого народу, повинні ухвалюватися не однією людиною й не групою людей із будь-якими політичними поглядами, а всім нашим народом. Мудрим народом України.
І нехай деякі країни не розраховують навіть, що ті чи інші перемовини вплинуть на зняття санкцій із Російської Федерації. Питання про санкції навіть не може порушуватися, поки не завершиться війна, поки ми не повернемо своє, що нам належить, і поки ми не відновимо справедливість.
Навпаки, санкції мають посилюватися. Посилюватися щотижнево. І вони мають бути якісними. Не просто для заголовків у медіа про те, що санкції запроваджені, а для реального настання миру. Реального.
І щоб це забезпечити, вже почала роботу команда експертів – українських та міжнародних, які оцінюють результативність запроваджених санкцій проти Росії. З української сторони цей напрямок координує керівник Офісу Президента Андрій Єрмак, з міжнародного – Майкл Макфол.
Протягом дня у Миколаєві тривала рятувальна операція. Розбирали завали будівлі обласної адміністрації, яка була зруйнована російськими ракетними ударами. Станом на цей час відомо про вісьмох загиблих та тридцятьох поранених. Цілком вірогідно, що це не остаточні цифри.
Російські війська здійснили цей удар по Миколаєву дуже підступно. У той час, коли люди дісталися робочих місць уранці. Дякувати Богу, більшість із тих, хто був у будівлі, встигла евакуюватися, почувши сигнал повітряної тривоги.
Цей черговий акт російської так званої денацифікації Миколаєва відбувся вранці після річниці звільнення міста від нацистських загарбників. Миколаївці пам'ятають день 28 березня 1944 року. І бачать, на кого схожі російські війська, які зараз намагаються захопити їхнє місто.
Говорив про Миколаїв сьогодні у виступі перед парламентом Данії та данським народом. Запропонував суспільству цієї країни взяти участь у відбудові міста й області після війни. У межах нашої програми відновлення України ми залучаємо держави-партнери, провідні компанії, найкращих фахівців для того, щоб гарантувати швидкість і якість відбудови нашої держави.
Як мені доповіли, у Данії сприйняли дуже позитивно цю пропозицію.
Також є важлива новина від наших урядовців. Відсьогодні працюватиме новий функціонал нашого державного сервісу «Дія». Як я й обіцяв, держава відшкодує втрату будинку чи квартири внаслідок бойових дій. Кожен наш громадянин, кожна громадянка вже можуть подати відповідну заявку у «Дії».
Подача заявок вже доступна в мобільному застосунку. Треба оновити застосунок, щоб побачити цю нову послугу. А за тиждень буде доступна і офлайн – у центрах надання адміністративних послуг. Сам по собі функціонал у «Дії» достатньо зручний. Але всі необхідні деталі ще будуть роз'яснюватись нашим урядом.
Головне – держава компенсує кожен метр втраченої нерухомості.
Крім того, урядовці сьогодні розширили програму допомоги тим установам, які підтримують переселенців із районів бойових дій.
Інше важливе рішення – спрямували 426 мільйонів гривень для виплати зарплати шахтарям.
Уже традиційно перед записом вечірнього звернення підписав декілька важливих указів. Перший – про нагородження зв'язківців. Щиро вдячний кожному, кожній, хто забезпечує фундаментальну основу нашого життя. Хто дає нам з вами зв'язок.
До речі, саме по них у день початку російського вторгнення був завданий перший ракетний удар у зоні проведення ООС.
Державними нагородами відзначені 12 людей, четверо – посмертно.
Другий підписаний указ – про відзначення державними нагородами 126 військовослужбовців Збройних Сил України, 34 із них – посмертно.
Ми будемо завжди вдячними кожному нашому захиснику, кожній нашій захисниці за оборону нашої держави в українській вітчизняній війні проти Росії.
Вічна пам'ять кожному, хто віддав життя за Україну!
