Statement of the MFA of Ukraine on the issuance of Russian passports to citizens of Ukraine in the temporarily occupied territories
The Ministry of Foreign Affairs of Ukraine condemns the decree of the President of the Russian Federation, which opens the way to forcing the inhabitants of the territories temporarily occupied by the Russian army in the Kherson and Zaporizhzhia regions to acquire the Russian citizenship.
Illegal passportization in Kherson and Zaporizhzhia, as well as in Crimea and the temporarily occupied part of Donetsk and Luhansk oblasts, is a gross violation of Ukraine’s sovereignty and territorial integrity, norms and principles of international humanitarian law, as well as obligations of the Russian Federation as an occupying power, in accordance with Article 45 of the Hague Convention of 1907 and Article 47 of the Convention for the Protection of Civilian Persons in Time of War of 1949.
The decree of the President of Russia is legally null and void and will have no legal consequences. This decision will not affect the belonging to the citizenship of Ukraine of the residents in the territories temporarily occupied by Russia.
Forced passportization of Ukrainians in Kherson and Zaporizhzhia is yet one more evidence of the criminal goal of Russia’s war against Ukraine - the conquest of Ukrainian territories for their further occupation and integration into Russia’s legal, political and economic space.
As Minister for Foreign Affairs of Ukraine Dmytro Kuleba emphasized, Ukraine calls on the international community to stop Russia, which is committing crimes against Ukraine and Ukrainians on a scale unknown in Europe since World War II. We demand to adopt immediately the sixth EU sanctions package, which will include an embargo on Russian oil, and to launch the elaboration of the seventh sanctions package. The Russian regime must be brought to justice, while the Russian military machinery must be deprived of financial resources.
We also call on international partners to speed up decisions on the further provision of weapons to Ukraine, especially MLRS, in order to protect Ukrainian territories from the Russian aggression.
Procrastination will only encourage the Putin regime to continue committing crimes against Ukraine and destroying peace and security in Europe.
Заява МЗС України щодо указу президента РФ про видачу російських паспортів громадянам України на тимчасово захоплених територіях
Міністерство закордонних справ України засуджує указ президента Російської Федерації, який відкриває шлях до примусу мешканців тимчасово захоплених російською армією територій в Херсонській та Запорізькій областях набувати російське громадянство.
Незаконна паспортизація на Херсонщині та Запоріжжі, так само як і в Криму та на тимчасово окупованій частині Донецької та Луганської областей, є грубим порушенням суверенітету та територіальної цілісності України, норм та принципів міжнародного гуманітарного права, а також зобов’язань РФ як держави-окупанта, відповідно до статті 45 Гаазької Конвенції 1907 року та статті 47 Конвенції про захист цивільного населення під час війни 1949 року.
Указ президента Росії є юридично нікчемним та не матиме правових наслідків. Це рішення не вплине на приналежність мешканців тимчасово захоплених Росією територій до громадянства України.
Примусова паспортизація українців на Херсонщині та Запоріжжі є черговим свідченням злочинної мети війни Росії проти України - загарбання українських територій для їхньої подальшої окупації та інтеграції в російське правове, політичне та економічне поле.
Як наголосив міністр закордонних справ Дмитро Кулеба, Україна закликає міжнародне співтовариство зупинити Росію, яка скоює злочини проти України та українців в масштабах, незнаних в Європі з часів Другої світової війни. Ми вимагаємо негайно ухвалити шостий пакет санкцій ЄС, який включатиме ембарго на російську нафту, а також розпочати роботу над сьомим санкційним пакетом. Російський режим має бути притягнутий до відповідальності, а російська воєнна машина має бути позбавлена фінансових ресурсів.
Ми також закликаємо міжнародних партнерів прискорити ухвалення рішень про подальше надання Україні озброєння, насамперед реактивних систем залпового вогню, задля захисту українських територій від агресії Росії.
Зволікання лише заохочуватиме режим Путіна до подальших злочинів проти України і руйнування миру та безпеки в Європі.
Declaração do MNE da Ucrânia acerca da emissão de passaportes russos para cidadãos da Ucrânia nos territórios temporariamente ocupados.
O Ministério dos Negócios Estrangeiros da Ucrânia condena o decreto do Presidente da Federação Russa, que abre caminho para forçar os habitantes dos territórios temporariamente ocupados pelo exército russo nas regiões de Kherson e Zaporizhzhia a adotar a cidadania russa.
A emissão ilegal de passaportes em Kherson e Zaporizhzhia, bem como na Crimeia e na parte temporariamente ocupada das regiões de Donetsk e Luhansk, é uma violação grosseira da soberania e integridade territorial da Ucrânia, das normas e princípios do Direito Internacional Humanitário, bem como das obrigações da Federação Russa como estado-ocupante, de acordo com o artigo 45 da Convenção de Haia de 1907 e o artigo 47 da Convenção de Genebra Relativa à Protecção das Pessoas Civis em Tempo de Guerra, de 1949.
O decreto do Presidente da Rússia é legalmente nulo e sem validade, logo, não terá quaisquer consequências legais. Esta decisão não afetará a cidadania ucraniana dos residentes dos territórios temporariamente ocupados pela Rússia.
A atribuição à força de um passaporte russo aos cidadãos ucranianos em Kherson e Zaporizhzhia é mais uma evidência do objetivo criminoso da guerra da Rússia contra a Ucrânia – ou seja, a conquista de territórios ucranianos para a sua futura ocupação e integração no espaço jurídico, político e económico da Rússia.
Como enfatizou o Ministro dos Negócios Estrangeiros da Ucrânia, Dmytro Kuleba, a Ucrânia apela à Comunidade Internacional para que detenha a Rússia, que está a cometer crimes contra a Ucrânia e os ucranianos numa escala nunca vista na Europa desde a Segunda Guerra Mundial. Exoramos a adoção imediata do sexto pacote de sanções da UE, que incluirá um embargo ao petróleo russo, e o lançamento da elaboração do sétimo pacote de sanções. O regime russo deve ser levado à justiça, enquanto a máquina militar russa deve ser privada de recursos financeiros.
Também pedimos aos parceiros internacionais que acelerem as decisões sobre o fornecimento de armas à Ucrânia, especialmente MLRS, a fim de proteger os territórios ucranianos da agressão russa.
A procrastinação apenas encorajará o regime de Putin a continuar a cometer crimes contra a Ucrânia e a destruir a paz e a segurança na Europa.
