Under the draft Statement: “Underlying that Ukraine is a sovereign, independent, democratic, social and legal state the territory of which, within the existing internationally recognized borders, is integral and inviolable;
stressing that exclusively people of Ukraine, that exercise power directly and through the bodies of state power and bodies of local self-government, have the right to determine and change constitutional form of government;
proceeding from the fact that it is within the powers of the Verkhovna Rada of Ukraine, under article 85 of the Constitution of Ukraine, to determine principles of foreign and domestic state policy;
reaffirming non-recognition of the fact of annexation of the Autonomous Republic of Crimea by the Russian Federation that occurred as the result of unprovoked Russian aggression against Ukraine and illegal occupation of the Crimean peninsula by the aggressor,
the Verkhovna Rada of Ukraine:
1. welcomes international solidarity for protection of independence, sovereignty, territorial integrity and inviolability of Ukrainian borders, particularly, the United Nations General Assembly resolution entitled “Territorial integrity of Ukraine”, approved on March 27, 2014 and the initiative to hold international negotiations between official representatives of Ukraine, Russia, the USA, and the European Union in the nearest time;
2. deems that the abovementioned negotiations should be directed at reaching the following goals:
de-escalation of situation; averting threat of Russia’s military intervention into the mainland territory of Ukraine; withdrawal of units of the Armed Forces of the Russian Federation from the borders of Ukraine, and withdrawal of Russian troops from the territory of Ukraine – the Autonomous Republic of Crimea;
seizing aggressive actions and undermining activity of Russia that threatens Ukraine’s territorial integrity and aims at provoking recessionist sentiments;
Russia’s refusal from hostile propaganda campaign that distorts facts, disseminates blatant lie and aims at justifying Russian aggression and interference in Ukraine’s internal affairs;
securing Russia’s comeback to the civilized field of relations and international law, as well as resuming generally recognized fundamentals of international peace and security;
Russia’s refusal from revenge-seeking policy, pressure and blackmailing, particularly, military, economic and energy;
restoring Ukraine’s territorial integrity within the internationally recognized borders and securing Ukraine’s sovereignty on the entire territory including the Autonomous Republic of Crimea;
3. stresses that issues on Ukraine’s internal competence cannot be subjects of international negotiations, particularly, the one pertaining to constitutional form of government and administrative-territorial system; determination of the status and order of using languages in Ukraine; deadlines and order of holding election of the president and parliament of Ukraine and the right to independently determine trends of its foreign policy and freedom to participate in international organizations and unions;
4. underlines that in the course of negotiations, Ukraine shall be represented by the single authorized delegation that shall be governed by this Statement and act in line with the approved directives in accordance with the Constitution of Ukraine and applicable legislation;
5. attaches attention of the international community to artificiality and contrivedness of pretensions to Ukraine on the part of external forces in regard to violation of the rights of national minorities in Ukraine.”
