On April 22, 2015 the VerkhovnaRada (Parliament) of Ukraine voted unanimously to pass a resolution “On the imposing of sanctions on persons responsible for the illegal imprisonment in the Russian Federation of NadiyaSavchenko, the people’s deputy of Ukraine and member of the delegation of Ukraine to the Parliamentary Assembly of the Council of Europe”.
The resolution aims to ensure the constitutional rights of NadiyaSavchenko as a citizen of Ukraine and human rights according to international standards.
Attached to the resolution and enclosed herewithis an appeal of the VerkhovnaRada to the European Parliament, the European Commission, the Parliamentary Assembly of the Council of Europe, the Parliamentary Assembly of the OSCE, the United Nations, the United States Congress, and parliaments and governments of other democratic states of the world to impose personal sanctions on the persons responsible for the illegal imprisonment in the Russian Federation of the people’s deputy of Ukraine, member of the Permanent Delegation of Ukraine to the PACE NadiyaSavchenko, as well as a list of persons to be included in the sanctions.
The Parliament has also passed a resolution urging Russian President Vladimir Putin to abide by the Minsk agreements and torelease NadiyaSavchenko.

of the VerkhovnaRada of Ukraine to international organizations, inter-parliamentary assemblies and parliaments and governments of democratic states, particularly to the European Parliament, the Parliamentary Assembly of the Council of Europe, the European Commission, the Parliamentary Assembly of the OSCE, the United Nations, and the United States Congress to impose personal sanctions against the persons responsible for the illegal imprisonment in the Russian Federation of the Member of Parliament of Ukraine NadiyaSavchenko
The situation related to the illegal imprisonment and keeping in custody in the Russian Federation of the Member of Parliamentof Ukraine of the eighth convocation and member of the Permanent Delegation of Ukraine to the Parliamentary Assembly of the Council of Europe NadiyaSavchenko is critical. On February 25, 2015 the Moscow municipal court decided to keep Ukraine’s MP NadiyaSavchenko in prison.
On December 15, 2014NadiyaSavchenko declared a hunger strike to protest against her illegal imprisonment and denial of medical assistance to her, which, in particular, is a violation of Article 3. of the European Convention for the Protection of Human Rights and Fundamental Freedoms. On February 19, 2015NadiyaSavchenko refused any life sustaining medical treatment and that has posed a direct threat to her life.
On February 24, 2015, on the initiative of the Open Dialog Foundation, the so-called ‘Savchenko List’ was published. It is a list of persons responsible for the illegal imprisonment in the Russian Federation of Ukraine’s MP, member of the Permanent Delegation to PACE NadiyaSavchenko. The VerkhovnaRada has called upon the National Security and Defense Council of Ukraine to impose personal sanctions on those responsible for the illegal imprisonment in the Russian Federation of Ukraine’s MP NadiyaSavchenko.
In this regard, the VerkhovnaRada of Ukraine calls on the European Parliament, the European Commission, the Parliamentary Assembly of the Council of Europe, the Parliamentary Assembly of the OSCE, the United Nations, the United States Congress, and parliaments and governments of other democratic states of the world to take immediate steps to impose their own sanctions on the persons included in the list who are responsible for the illegal imprisonment in the Russian Federation of the people’s deputy of Ukraine, member of the Permanent Delegation of Ukraine to the PACE NadiyaSavchenko.
